No, he wouldn't whip him. The Flash's reaction time is about 20 times better than Spider-Man. It'd be hard but Spider-Legs still wins though.

I never really liked the flash because unlike Superman, who is extremely good at beating the shit out of people, the flash is only extremely good at running away from people... think about that.

Excluding the Episode of Smallville he's going to be in...but it's from Superman so it's okay.
